What happened

A player posted to r/ONEPIECETCG on August 20 about a local card shop running a discounted offer on OP17 product for its regulars. No chain-wide promotion, no distributor announcement, just one store pricing sealed product below the going rate for the people who show up to locals.

Ordinarily that is a shrug. Shops discount product constantly, usually because it is not moving. What makes this one worth a paragraph is which set it is attached to.

OP17 is the outlier on the EV board

On our expected value board, OP17 sits at a box market price of $332.84 against a modeled box EV of $1,067. That is an EV ratio of 3.2. Every other set in the top five is underwater.

The gap between 3.2 and the 0.8 in second place is not a rounding artifact. It is the signature of a young set whose top hits are still priced on thin, early secondary-market data while sealed supply has not yet found its ceiling.

What is carrying the number

Three cards do most of the lifting. Charlotte Linlin (112) (Manga) prints at $3,750. Marshall.D.Teach (SP) sits at $1,900, and Buggy (SP) at $1,800.

Those are the kind of tail values that make an EV model look generous. A single four-figure chase in a low-pull slot pushes the average box outcome far above what any individual box will actually return. The median opener does not see $1,067. The median opener sees a lot of commons.

That is the standing caveat on any EV ratio above 1: it describes the average of a distribution with a very long right tail, not the expected experience. A shop discount lowers the entry cost on that lottery, it does not change the shape of the distribution.

The rest of the tape

While OP17 sealed sits where it sits, the singles market spent the week doing something else entirely. Sabo (004) (Alternate Art) is up 116.8% to $43.33, the largest seven-day move on the board. Jinbe from OP05ANN added 88.4% to $26.41, and the Sabo (Sound Loader Ace and Sabo Edition 2026) promo gained 55.5% to $31.41.

The downside was concentrated in older staples and promos. Monkey.D.Luffy (001) shed 31.4% to $46.04, and Tony Tony.Chopper (Gift Collection 2023) fell 27.5% to $199.55. Sabo is somehow on both lists: the English Version 3rd Anniversary Set printing dropped 30.1% to $91.20 in the same week the alt art doubled.

The Terminal take

One shop discounting boxes is anecdote, not signal. The signal is the 3.2 ratio, and it is the loudest number on our EV board by a factor of four over the next set down. Ratios that extreme in a recent set almost always compress as chase-card pricing thickens out and sealed supply normalizes, so the interesting question is not whether OP17 is cheap today but how fast $1,067 moves toward $332.84 rather than the other way around.
