What surfaced

A player-made OP17 prerelease guide went up on r/ONEPIECETCG on August 18, pitched at anyone heading into a weekend prerelease event with a Lego Luffy prize on the line. It covers leader tiering for the format players will actually face at those events, and the poster flagged one omission after the fact: the EB03 Vivi leader was left off the list, with a note that stores still running that pool have bigger problems than tier lists.

That is the whole event: community prep content, not a Bandai announcement. But prerelease weekends are where a set's early price discovery happens, and OP17's early prints are already sitting at levels worth writing down.

The three-way tie at the top

OP17's alt-art leaders are, as of August 18, functionally indistinguishable on price.

Card Number Price
Shanks (020) (Alternate Art) OP17-020 $299.99
Edward.Newgate (001) (Alternate Art) OP17-001 $299.99
Charlotte Linlin (099) (Alternate Art) OP17-099 $299.84

A spread of 15 cents across three separate leaders is not the market pricing three different cards. It is the market pricing scarcity and pre-release hype with almost no transaction depth behind it. Expect that cluster to break apart once event weekends put real supply into hands and players sort out which leader actually performs.

The box EV number, with a large asterisk

OP17 currently shows a box market price of $331.74 against a box EV of $1,055, an EV ratio of 3.18. Taken at face value that is the most attractive ratio on our board by a wide margin.

Taken honestly, it is a preprint artifact. Sealed sets with real trading history cluster far lower: our EV leaders list tops out at OP15 at 0.78 on a $263.23 box, then OP14 at 0.72, OP11 at 0.68 on a $642.90 box, and PRB02 at 0.67. When early singles prices are set by preorder scarcity and box prices are set by MSRP-adjacent presale, the ratio inflates. It compresses fast.

For the contrast the guide's author gestured at: EB03 trades at $324.42 a box against $206 of EV, a 0.63 ratio. That is what a mature, fully-priced product looks like, and it is the lowest ratio in our top five.

Elsewhere on the tape

The rest of the week ran hot in older Red singles. Sabo (004) (Alternate Art) from OP13 leads all gainers at $35.70, up 90.3% over seven days. Behind it, the Sanji (Round 1 Promo) is at $48.85, up 31.6%, and Monkey.D.Luffy (052) sits at $22.08, up 28.4%.

The downside was concentrated in promos and starter reprints. Nico Robin (Event Pack Vol. 9) fell 42.5% to $29.72, and Monkey.D.Luffy (Event Pack Vol. 9) dropped 23.2% to $63.32. Event distribution cuts both ways, which is a useful thing to remember heading into a prize-support weekend.

The Terminal take

The three OP17 leaders quoted within 15 cents of each other are the clearest signal in this dataset, and the signal is thin liquidity, not consensus. A 3.18 EV ratio against a mature-set range of 0.63 to 0.78 tells you the same story from the sealed side. Prerelease weekends are when both of those numbers get their first real test.
