The event

A newer player posted to r/ONEPIECETCG on September 7 asking for help tuning the ST21 Red Luffy starter deck, noting they had already cycled through a run of swaps while trying to work out how the list fits together. It is the most ordinary post on the subreddit and also one of the most useful market signals we get: starter-deck upgrade threads are the leading edge of entry-level demand.

Starter products exist to be cheap. What sits on top of them does not. ST21 is the current case study.

What ST21 actually costs above rare

The deck itself is a fixed-price product. The parallels printed alongside it are not, and they are where a rebuild budget goes to die.

The leader parallel at $96.23 is the anchor, and its graded population tells you why it holds: 2,428 copies through PSA at a 93% gem rate. That is a card people are opening, submitting, and getting back clean. High gem rates cap the premium on a PSA 10, which in turn keeps the raw price honest rather than speculative.

The two SR parallels are the interesting spread. ST21-015 commands $34.22 on 783 graded copies at 91%, while ST21-014 trades at $29.23 on 687 copies at 85%. Similar populations, an $4.99 gap, and a six-point gem-rate difference. Centering and edge wear on the second Luffy are doing measurable work.

Context: the rest of the board is loud this week

Entry-level red is quiet compared to what happened elsewhere over seven days. Belo Betty (002) (Alternate Art) ran 86.1% to $44.77, Miss Doublefinger(Zala) (Full Art) added 77.8% to $28.91, and Marshall.D.Teach (119) gained 67.7% to $34.60.

The downside was equally sharp. Kaido (062) (Super Alternate Art) shed 28.3% to $239.78, and Monkey.D.Luffy (Event Pack Vol. 9) fell 30.2% to $42.25. For a new player pricing a build, the lesson is that promo and chase Luffys move on a completely different axis than the starter parallels.

If the plan is to open product rather than buy singles, the sealed math is on the EV page: OP15 leads at a 0.8 ratio, $251.64 box against $200 expected value, with OP17 at 0.76 and OP11 at 0.72. None of those beat one.

The full ST21 parallel trio costs $159.68 at current marks, roughly two thirds of a single OP17 box at $322.77. Starter-deck upgrade demand is structurally different from chase demand: it is broad, price-sensitive, and it rewards cards with high print and high gem rates, which is exactly the profile of a $96.23 leader sitting on 2,428 graded copies. That combination tends to produce flat, liquid pricing rather than 86% weekly swings.
