A thread on r/ONEPIECETCG made the case this week for a third Premium Booster, PRB03, arguing that the green Luffy leader arriving in OP18 keeps demand pointed at older, scarce support pieces that only a reprint product can relieve. The poster's complaint is the familiar one: staples priced like chase cards. Our data cannot price that complaint directly, but it can price the set that caused it.

OP18: a box at three times MSRP

MSRP on OP18 is $119.76. The market is paying a multiple of 3 on that, which works out to $15.08 per pack before anyone has opened one. The set carries a months-since-release value of -1, meaning the tape above is pure presale, and no annualized return exists yet because there is no post-release history to annualize.

That is the context the PRB03 argument lives in. When a new leader arrives at a 3x box premium, the singles it wants get bid alongside it, and the only structural fix is a reprint vehicle.

Inside the box

Rip EV on OP18 sits at $260 against the $361.89 box, an EV ratio of 0.72. Every sealed box is negative EV by design, so a ratio under 1 is the normal state of the world, not a warning light. The useful read is relative: 0.72 is tighter than EB03 at 0.58 and looser than OP11 at 0.76.

The graded side

PSA population on OP18 is 0. That is not a gem-rate story or a scarcity story, it is a calendar story: nothing has been submitted because nothing has been opened. Gem rate, graded premium and estimated boxes opened are all unset, and will stay unset until the set ships and the first wave of submissions clears.

The same blank applies to PRB03, which has no box price, no EV and no top cards in our database for the obvious reason that it is a community wish rather than an announced product. The closest live comp is PRB02, where a $377.69 box carries $246 of EV for a 0.65 ratio.
