A deckbuilding thread on r/ONEPIECETCG about moving Sengoku from OP16 into OP17 is a decent excuse to audit what the newer set actually costs to open.

OP17 at 2.5x MSRP and a three-month return of -45%

A player posted on r/ONEPIECETCG asking for help rebuilding a Sengoku list for the OP17 format, having run the deck happily back in OP16 and now unable to settle on a seventeenth-set shell. Deck questions are not price questions, but they do point at the same thing: which set a competitive player has to buy into. Right now that is OP17, where sealed trades at $300.18 against a $119.76 MSRP.

The three-month annualized move on that box is -45%. Two months after release, that is the usual shape of a new set: preorder scarcity deflating as print runs land, with the card ceiling doing most of the work holding the box up. By contrast OP16, the set the poster is migrating away from, sits at $221.64, or 1.9x MSRP, with a three-month annualized figure of 140% and a 561% annualized return measured from MSRP. Four months out, OP16 has already turned.

Inside the box

Rip EV on OP17 is $149 against that $300.18 box, an EV ratio of 0.50. Every sealed product is negative EV by design, so a sub-1.00 ratio is not an indictment. It is the distance from 1.00 that matters, and 0.50 means half the box price is paid for the act of opening it. OP16 is effectively identical at 0.49. For reference, the current leaders on the EV board run up to 0.76.

The cost per pack works out to $12.51 for OP17 versus $9.23 for OP16. The chase list explains the gap:

The Xebec sits at its all time high and is flat over seven days. The Luffy leader is down 10% over thirty days and currently prints well below its $2,500 peak. Shanks is up 0.4% in thirty days and is also at its own high. Note that none of these are the cards a Sengoku pilot is actually shopping for; the chase slots and the playable slots rarely overlap.

The graded side

PSA population on OP17 reads 0 in our data, which is what two months of age looks like once submission and turnaround time are accounted for. Gem rate is therefore unmeasurable. The set-level graded premium multiple is 2.0.

Individual cards tell a tighter story. The Xebec grades to $13,100 in a PSA 10, a 2.1x multiple on raw. The Luffy leader and the Shanks both carry 1.5x multiples. Estimated boxes opened is not yet computable for the set; the destruction tracker will have something to say once the pop reports catch up.

Long-term read

OP17 scores 2 out of 10 on the Long-Term Score, labelled Unproven. OP16 scores 3 and carries the same label. Neither is a condemnation. The score is heavily weighted toward graded supply, realized price history, and time, and a set two months old has none of those. What OP17 does have is a $6,100 top card anchoring the EV calculation and a box still priced well above its sticker.
