A deckbuilding request surfaced on r/ONEPIECETCG on September 7: a Green Bonney player running an OP16-era list asking the community what changes when the format shifts to OP17. No tournament result, no announcement, no product news. Just the most reliable leading indicator the hobby produces, which is a player deciding it is time to buy new cards.
Threads like this cluster at the front edge of a set cycle. They are worth watching because the aggregate of a few thousand of them is what moves singles demand from the previous set's staples to the current one's. The market data as of September 6 says that rotation in attention is already priced into sealed product, and only partly priced into singles.
Sealed math: OP17 is where the value sits
The cleanest read on where the format's center of gravity has moved is box expected value.

OP17 is one of only two sets on our EV board currently printing a ratio above 1.0, and it sits second behind OP15 at 9.76. OP16 sits at 0.53, meaning a box of the outgoing set returns roughly half its cost in expected singles value. That is the normal shape of a set that has been fully opened and whose chase cards have found their floor.
The practical translation for the Bonney player in that thread: sealed OP16 is not a rational way to acquire OP16 cards right now. Sealed OP17 is closer to break-even than most of the board, though a 1.30 ratio is a distribution statistic, not a promise about any given box.
Where OP17's value is concentrated
The set's EV is top-heavy, and the top is very heavy. Rocks.D.Xebec (118) (Super Alternate Art) is marked at $7,800 as a SEC alt art. Monkey.D.Luffy (079) (Super Leader Alternate Art) sits at $1,966.52, and Shanks (022) (Manga) at $1,489.41.
None of those are cards anyone sleeves into a competitive Green list. That is the point. The gap between playable OP17 singles and OP17 lottery tickets is why box EV and deckbuilding cost move independently.
Movers cut both ways
The seven-day tape shows OP17 on both sides of the ledger. Edward.Newgate (005) (Manga) is the top gainer at $1,197.71, up 956.8%, a move that reads as thin-market price discovery on a newly listed manga rare rather than demand from players. The DON!! Card (Alternate Art) (Luffy and Loki) (Gold) added 49% to $24.20.
On the downside, Shanks (OP13-028) (SP) shed 35.2% to $267.89 and Edward.Newgate (040) (TR) fell 32.4% to $52.18. Early-cycle OP17 pricing is still finding its level in both directions.
OP16 is not entirely dormant, either. Marshall.D.Teach (119) gained 62.6% to $32.82, a reminder that outgoing-set cards with a live competitive role can outrun their set's EV.
The Terminal take
The divergence is the story: OP17 box EV at 1.30 against OP16 at 0.53 is a 2.4x spread that reflects opened supply, not card quality. But OP17's $421 EV leans on a $7,800 SEC and two four-figure rares, so the sealed number tells you almost nothing about what a competitive Green list costs to assemble. Two different markets, one product code.
