A collector's run of sequential PSA 10 certs from the English 3rd anniversary set lands in a week when promo prices moved as much as 61.6% in either direction.
Grading supply arrives into a two-sided promo tape
A collector posting on r/ONEPIECETCG surfaced a run of sequentially numbered PSA 10 certificates from the English 3rd anniversary set, the kind of batch result that only comes from a single bulk submission going through the grader together. It is a supply event as much as a trophy shot: sequential certs mean a cluster of fresh tens entering the population at once. The timing is awkward, because the anniversary and promo end of our board spent this week pulling itself apart in both directions.
> -61.6% · the week's largest single-card drawdown on our board
That number belongs to Koby (Treasure Cup), now at $230.61, and it is flagged at seaking severity in our whale screen. Graded supply does not cause moves like that, but it does land into them.
The cards it touches
No card in the anniversary set matched directly against this week's movers, so the closest read is the anniversary and promo complex around it. Stick-Stickem Meteora, the OP05ANN entry, is up 41.9% on the week to $24.53, the only anniversary-coded card in the top five gainers. That is a low absolute price doing a big percentage, which is usually thin supply rather than a thesis.
The heavier money sat in event promos. Monkey.D.Luffy (CS 2023 Event Pack) added 45.3% to $1,600, the single largest dollar move on the board. On the other side, Monkey.D.Luffy (CS 26-27 Event Pack) gave back 31.1% to $339.45. Same character, opposite tape, four years apart in print.
The tape this week
Five names carry most of the week's energy, and four of the five are promos.

Jozu (Championship 2023) and Sanji (Online Regional 2023) [Participant] sit at opposite ends of the same vintage, which tells you this is not a clean "old promos up" story. O-Nami (CS 25-26 Event Pack) is off 33.3% to $124.15, reinforcing that the recent championship packs are where the selling concentrated.
Sealed, for scale
If you want the stable end of the board, it is in boxes. OP11 leads expected value at a 0.76 ratio, $428 of EV against a $566.03 box. OP14 sits at 0.73 and OP15 at 0.72, with PRB02 at 0.67. Full table lives on the EV page. None of those ratios moved the way single promos did this week, which is the point of sealed.
The read
Sequential tens from one submission are a reminder that graded population is lumpy: it arrives in batches, not a trickle. For an anniversary set that is still relatively young in English, each batch is a meaningful share of the census, and census growth is the slow variable that eventually prices gem-mint premiums.
The faster variable is what the chart above shows: a promo market where 45.3% up and 51.9% down happened in the same seven days. Graded supply matters on a horizon of quarters. This week's tape is doing something else entirely.
