A thread on r/ONEPIECETCG this week came from a player crossing over from other TCGs who bought Starter Deck 35 on impulse, then discovered it was not a competitive on-ramp. The poster hadn't bought anything else and was asking where to go next. It's the most common new-entrant story in this game, and the price data explains exactly why it keeps happening.
Starter decks are marketed as decks. In practice they are fixed-content product whose resale floor is set by two or three singles, and ST-35 is a clean example of the low end of that spectrum.
What ST-35 is actually worth in singles

That is $4.76 across the leader and both super rares. There is no chase parallel carrying the product, no alternate art doing the heavy lifting on secondary. When a starter's headline card sits at $2.73, the deck is priced as a rules-teaching object and a stack of commons, not as an investment or a tournament shortcut.
We don't carry box market or expected value figures for ST35, because starter decks have no sealed randomization to value. What you see on the list is what you get, which is either the appeal or the disappointment depending on what you expected.
Where the money actually is this week
For context on the other end of the market, the only set in our EV table currently pricing above its sealed cost is OP17, at $334.39 market against $439 in expected value for a ratio of 1.31. Everything else on the leaderboard is underwater: OP15 at 0.81, OP11 at 0.71, OP14 at 0.70, PRB02 at 0.68.
That OP17 ratio comes with an asterisk the size of the set itself. OP17 owns all five slots on this week's biggest losers: Edward.Newgate (001) (Alternate Art) is down 72.1% to $20.10, Kaido (058) (Alternate Art) down 67.5% to $38.73, and Edward.Newgate (040) (TR) down 65.7% to $58.37. Meanwhile the top of the gainers board is promo territory, not retail product: San-Gorou (Treasure Cup 2025) is up 31% to $949.88, and Nico Robin (062) (Parallel) is up 32.8% to $115.95. None of that is reachable through a starter deck at any price.
The Terminal take
ST-35's three tracked singles adding to $4.76 is not a knock on the product, it is the product's job description. Starter decks price like teaching tools because that is the only demand curve they serve, and the secondary market has never pretended otherwise. The gap between that $4.76 and the $949.88 sitting at the top of this week's gainers is the entire distance between playing the game and collecting it.
