ST31 Upgrade Talk Puts a Price on Red Luffy's Starter Deck Singles

What surfaced

A player post on r/ONEPIECETCG, published August 10, laid out an upgrade path for the ST31 Red Luffy starter deck. The poster described rotating in from Black Imu and Purple Enel builds, picking Red Luffy up after the starter deck release wave, and looking to take the preconstructed list toward something competitive.

Community deckbuilding threads are not price catalysts on their own. They are useful because they tell you which singles the buyer flow is about to chase, and in the case of ST31, the answer is already visible in the tape.

The ST31 board

The ordering is the story. A common, Thousand Sunny at $9.10, prices at a premium to both the SR at $5.49 and the leader at $4.94. That is the classic signature of a starter deck where the playable staple is printed at low rarity: rarity does not set the price, deck slots do.

For an upgrade project, that math matters. Anyone building multiple copies of the event or stage piece pays more per card than they do for the SR alternate treatment of the leader's namesake, and more than the leader itself. Starter decks reprint into supply, which usually caps upside on the reprinted lines, but the demand-side pull from newly interested pilots lands on the same handful of numbers every time.

Context: where the rest of the market went this week

The weekly movers are running well hotter than anything in starter deck land. On the upside, Edward.Newgate (Alternate Art) is up 62.2% to $37.50, Portgas.D.Ace (001) (Alternate Art) is up 30.5% to $55.56, and Trafalgar Law (Online Regional Finalist Card Set 2025 Vol.2) added 32.5% to $300. The manga-rare tier moved too, with Tony Tony.Chopper (EB01-006) (Manga) up 25% to $3,000.

The downside was concentrated almost entirely in the Round 1 promo group. Sanji (Round 1 Promo) fell 65.9% to $35.88, Brook (Round 1 Promo) fell 57.9% to $31.62, and Monkey.D.Luffy (Round 1 Promo) fell 52% to $207.09. That is a supply normalization pattern, not a demand collapse: early listings on a fresh promo set repricing toward reality.

Sealed remains the other route into playables. On our EV board, OP17 leads with a 2.9 ratio against a $386.40 box, while OP15 sits at 0.85 on a $255.45 box. Nothing else in the top five clears 1.0.

The Terminal take

Starter deck economics rarely produce fireworks, and ST31 is behaving accordingly: three tracked singles, all under ten dollars, with the common outpricing the SR. That inversion is the only genuinely interesting datapoint here, and it is the one an upgrade-focused buyer feels first. Against a week where the sharpest moves were a 62.2% gain in OP16 alternate art and a 65.9% drawdown in a Round 1 promo, ST31 looks like the quiet end of the board.
