A deckbuilding question posted to r/ONEPIECETCG on August 17 asked a simple thing with expensive implications: is it still worth assembling Red-Green Luffy with OP17 about to reshape the format? The poster's framing was practical rather than nostalgic. They already own enough off-meta decks and do not want another one.
That is a community post, not a Bandai announcement. But the sentiment is a leading indicator we can check against the tape, because the tape is unusually loud right now on both sides of the question.
The Luffy tape is ugly
Of the five steepest seven-day decliners in our coverage, three carry the Luffy name. Monkey.D.Luffy (Event Pack Vol. 9) is down 29.6 percent to $63.32. Monkey.D.Luffy (Gen Con 2023) fell 24.2 percent to $110.94. Monkey.D.Luffy (090) (Alternate Art) is off 23.7 percent to $32.31.
Add Gum-Gum Lightning (Premium Card Collection -Best Selection Vol. 4-), down 30 percent to $27.07, and the pattern is a Straw Hat-shaped hole in the market. Whether that reflects deck viability or simply promo supply hitting at once, it is the environment a builder is buying into.
What the market is buying instead
The gainer list is a Whitebeard list. Portgas.D.Ace (001) (Alternate Art) is up 43.5 percent to $69.21, Edward.Newgate (Alternate Art) up 46.1 percent to $40.61, and Vista (TR) up 45.8 percent to $32.29. Topping the board is Sabo (004) (Alternate Art), up 67.9 percent to $30.19, also flagged in our whale feed on a 51 percent move.

OP17 itself is priced like an unknown
The set the poster is worried about is currently the most extreme entry on our EV board. OP17 shows a box market of $342.73 against $1,023 in expected value, a ratio of 2.99. Second place, OP15, sits at 0.81. Ratios that far above 1.0 almost always mean early, thin, pre-release singles pricing rather than a genuine arbitrage, and they compress fast. The leaders driving that number are all above $289. Shanks (020) (Alternate Art) is $299.99, Monkey.D.Luffy (Alternate Art) is $289.99, and Rocks.D.Xebec (039) (Alternate Art) is $289.50. Three leaders clustered inside $10.50 of each other is what a market with no results data looks like.
The Terminal take
The thread's anxiety and the price board agree, which is rarer than it sounds. Money rotated into OP16 Whitebeard pieces at 40 percent-plus gains while four Luffy-adjacent prints shed 23 to 30 percent, and OP17's own leaders are priced identically to one another because nobody has evidence yet. A 2.99 EV ratio is not a signal about which archetype wins; it is a signal that OP17 singles have not been tested by supply.
