The event

A player posted on r/ONEPIECETCG on September 5 asking the community for help assembling a Garp deck within the OP17 environment, describing themselves as a fan of the Navy leaders but not a confident builder. It is the sort of thread that appears every set cycle. It is also a useful marker: deckbuilding requests are the first visible sign that a new set has moved from opening phase to play phase.

We do not price Garp lists. We do price the set those lists live in, and OP17 is currently one of the noisiest blocks on the board.

What OP17 costs right now

OP17 sealed sits at a market price of $325.49 per box against a calculated expected value of $421, an EV ratio of 1.29. That is the second-best ratio among the sets we track, behind OP15 at 9.97. Everything else on the EV leaderboard is under 1.

The OP17 ratio above 1 is doing a lot of work off a very small number of very expensive cards. Rocks.D.Xebec (118) (Super Alternate Art) is marked at $7,800. Monkey.D.Luffy (079) (Super Leader Alternate Art) sits at $1,966.52, and Shanks (022) (Manga) at $1,484.46. A box EV built on three lottery tickets is not the same thing as a box that pays out.

The set is trading in both directions

OP17 owns the single largest weekly gain on our board and three of the five largest losses. Edward.Newgate (005) (Manga) is up 2,002.7 percent over seven days to $1,197.71, a print-scarcity move rather than a gameplay one.

On the other side, Shanks (OP13-028) (SP) is down 40.7 percent to $267.04, Edward.Newgate (040) (TR) is off 34.7 percent to $52.62, and Marshall.D.Teach (ST27-005) (SP) has given back 28.1 percent to $221.09. That is the standard post-release pattern: supply catches up with the mid-tier while the true chase rarities decouple entirely.

Elsewhere on the tape

The week's whale flags cluster outside OP17. Miss Doublefinger(Zala) (Full Art) is up 71.7 percent to $27.66, Belo Betty (002) (Alternate Art) up 62.7 percent to $38.54, and Marshall.D.Teach (119) up 66.8 percent to $31.87. All three are low-ticket cards where a handful of listings can swing the average.

The Terminal take

A builder asking for help is a demand signal for playables, not for $7,800 secret rares, and OP17's price structure reflects exactly that split. The set's 1.29 EV ratio is concentrated in three cards; the cards a Navy deck actually needs are sitting in the tier that just dropped 28 to 41 percent. Watch whether the mid-tier stabilizes as lists solidify, because that is where deckbuilding threads eventually show up in the numbers.
